In spring 2022, economic growth rates in Russia were expected to decline to 11% per year due to the impact of negative factors, including sanctions, the withdrawal of foreign players from the market, the curtailment of projects by Russian businesses, and economic turbulence. Information security risks had sharply increased and the number of cyberattacks was up as the information security products and services of many foreign vendors were discontinued. However, this negative scenario never materialized. Data shows that the Russian Internet economy grew by 24% in 2022 compared with 2021 and could reach almost RUB 12 trillion. Compared with previous years, the growth rate is down by almost 50% (it was +41% year-on-year in 2020 and +42% in 2021). The industry is expanding, but that’s not enough. Russia’s digital economy continues to function amidst high risks and uncertainty. Technological transformation, including the construction of a complex information security system, has been uneven in different industries. In addition, small and medium-sized enterprises are lagging far behind market leaders in terms of their expertise. How will the digital industry evolve going forward in these conditions? What barriers await us and how can they be overcome? What kind of support measures does the industry need and how can we ensure the security of critical infrastructure and data protection? What information security threats do Russian companies face now and which ones might they encounter in the near future? How can we protect ourselves from these threats? How can we ensure the transition from import substitution to technological leadership and the dynamic development of exports?
