Getting to St. Petersburg

St. Petersburg is one of Russia’s biggest transport hubs. The city is served by Pulkovo International Airport, five rail terminals, and a sea port. It also boasts numerous road links to cities in Russia and Europe.

There is likely to be increased traffic at all transport hubs during the Forum. We therefore advise participants to plan their journey well in advance.

If you need a visa to enter the Russian Federation, you can generate an invitation in your Roscongress personal account for entry from foreign countries.

Please note that the invitation for those entering from foreign countries is not an invitation to SPIEF, but a special document from the Forum organizers.

Detailed information on obtaining a visa can be found in the section Visa support.

COVID-19 prevention measures

It is not required to present the results of a PCR test for entry into the Russian Federation or to quarantine after arrival in St. Petersburg.

All guests of St. Petersburg 18 years and older staying in hotels are subject to a resort fee. The amount of the resort fee is RUB 100 per day for each day of stay.

Guests pay this resort fee themselves directly at the hotel.

Exemption from the resort fee is granted after presenting the original document confirming the right to exemption from the resort fee (or a certified copy of it) to the hotel representatives.

The resort fee is levied in accordance with St. Petersburg Law No. 419-81 of 28 June 2023 “On the introduction of the resort fee in St. Petersburg”.

More information is available in the Hotel booking section.

Currency and bank card transactions

Detailed text on currency and bank card transactions in Russia is available in the section titled Participation fee payment. Please familiarize yourself with the information in advance.

At present, flights are available through transit points in Armenia, Egypt, India, China, Kazakhstan, the United Arab Emirates, Turkey, and Uzbekistan. Forum participants may arrive in the Russian Federation by private aircraft.

Request for permission to fly into Russia (if there are no direct flights)

If a participant or group of participants is planning to arrive in the Russian Federation by private aircraft, but there are no direct flights between the country of departure and Russia at the time, it is necessary to request permission in writing to land the private jet and send it to the Roscongress Foundation.

The written request must contain the following information:

Reserving a slot to land an aircraft at Pulkovo Airport

Regardless of whether there are direct flights between the departure country and Russia, all participants arriving in Russia by private jet must submit a request to land the aircraft at Pulkovo Airport.

To reserve a slot to land the aircraft on the airport’s territory, a participant must contact Pulkovo Airport to submit an application and reserve a slot in accordance with established procedure.

Available parking for private planes will be limited. Participants are kindly requested to plan their flight in advance.

Reference information

Due to the large number of aircraft arriving at Pulkovo Airport during the Forum, it is imperative that strictly coordinated slots for arrival at and departure from Pulkovo Airport are adhered to. In the event of a violation, the airport reserves the right not to receive the aircraft and to direct it to a backup airfield to await a possible arrival slot on a first-come, first-served basis.

As long-term parking cannot be provided for all aircraft, you are kindly requested to draw up a flight plan which factors in turnaround and parking of no more than one hour at Pulkovo Airport.
