Today, Russia has embarked on a new economic trajectory that places significant emphasis on ensuring commodity and technological sovereignty. The synergy between government and businesses, along with coordinated efforts, will establish a sustainable environment for groundbreaking solutions and new avenues of growth. Despite facing sanctions and restrictions in many markets, the Russian industry is demonstrating resilience by adapting to the new environment and implementing refreshed development strategies. The restructuring of the mineral resource base necessitates a transformation of established approaches in all domains, including scientific research, production processes, geological exploration methods, and technical infrastructure. The expansion of critical mineral reserves required for the development of import-substituting industries is underway, scarce raw material stocks are being replenished, and a new data-driven model for managing the geological industry is being introduced. At the same time, a crucial focus is placed on proactively expanding Russia's mineral resource base to meet the country's increasing industrial demand for minerals. How can commodity sovereignty be ensured amidst a changing mineral resource landscape? How have subsoil users adjusted to these changing circumstances? What support measures are necessary for market players to achieve sustainable growth? What innovative solutions can the industry propose to safeguard commodity sovereignty?

In 1998 she graduated from the Krasnoyarsk State Agrarian University. In 2004 from the Russian Presidential Academy of Public Administration. In 1998 – 2000 she worked in the Committee for Land Resources and Land Management of Roskomzem. In 2000 – 2001 she worked in the Federal State Institution "Land Cadastre Chamber". In 2001 – 2005 she held different positions, including the position of Deputy Head of Department in Roszemkadastr and in Rosnedvizhimost. In 2005 – 2011 she held various positions in the Ministry of Economic Development of the Russian Federation, including the position of Deputy Head of Real Estate Department of the Ministry of Economic Development. In 2011 – 2012 – Deputy Head of Rosreestr. In 2012 – 2015 – Head of the Department of Land Policy, Property Relations and State Property of the Ministry of Agriculture of the Russian Federation. In 2015 – 2016 she worked as State Secretary - Deputy Minister of Agriculture of the Russian Federation. By order of the Government of the Russian Federation of 11.10.2016 № 2141-r she was appointed Deputy Minister of Economic Development of the Russian Federation – Head of Federal Service for State Registration, Cadastre and Cartography. Victoria Abramchenko was awarded honorary certificates of the Government of the Russian Federation and the Ministry of Economic Development of the Russian Federation and certificate of acknowledgement of the Ministry of Economic Development and Trade of the Russian Federation. Active State Adviser of the Russian Federation, Class 3 (Decree of the President of the Russian Federation of 10.07.2014 № 498). Married, has a son.
2020 January, 21st - Appointed as a Deputy Prime Minister of the Russian Federation.

Alexey Vostokov

Chief Executive Officer, Polyus

Alexey was appointed CEO of Polyus in 2022. Prior to the appointment Mr. Vostokov served as Corporate Secretary and Head of Polyus corporate division. In these positions he was actively involved in a number of landmark transactions at Polyus, including Polyus Re-IPO and acquisition of Sukhoi Log deposit. Mr. Vostokov was also responsible for corporate governance and international support of Polyus and served as a Company`s Board member.
Mr. Vostokov currently serves as a Board member of PJSC Lenzoloto.
Mr. Vostokov joined Polyus in 2014 following a successful career in leading venture capital companies where he was responsible for corporate, legal and M&A matters.
He graduated with honors from the Krasnoyarsk State University (a part of the Siberian Federal University since 2006) with a degree in law.

Kirill Komarov

First Deputy General Director, Director of the Development and International Business Unit, State Atomic Energy Corporation ROSATOM

Kirill Komarov is First Deputy Director General for Corporate Development and International Business of ROSATOM. He entered this role in 2011 and has since been responsible for the oversight of the state corporation’s foreign business activities, international orders portfolio growth and ROSATOM’s global standing. Mr. Komarov joined ROSATOM in 2006, where he has been in a variety of leadership positions, including CEO of Atomenergoprom – a holding company unifying Russian civilian nuclear assets. He continues to also maintain this function in his current capacity.
Prior to joining ROSATOM, Mr. Komarov was Deputy Director of the Federal Water Resources Agency. He began his career at a Russian consulting company, followed by an investment conglomerate.
Mr. Komarov graduated from the Urals State Law Academy in Yekaterinburg, Russia. After completing a postgraduate course, he received an advanced law degree from the institution.

Natalya Komarova

Governor of Khanty‑Mansi Autonomous Area–Yugra

Natalia Komarova was born on the 21st of October 1955 in Pskov Region, she is married and has two children. In 1978 she graduated from Kommunarsk Institute of Mining and Smelting, the faculty of Engineering and Economics, majoring in “Economics and organization of construction” with awarding of qualification Engineer-economist. She began to work at the Kommunarsk Metallurgical Factory as a labor engineer of the laboratory of industrial engineering in 1978. Then she worked as an economist of the planned-economic CCB department. In 1980 Natalia moved to Novy Urengoi of Tyumen Region, Yamalo-Nenets Autonomous Okrug. There she began to work in the municipal executive committee as a senior inspector. In 1988 Natalia became the chairwoman of the city planning commission. Then she worked as the deputy chairwoman of the municipal executive committee, the deputy of the City Council. In 1992 she became the first deputy of the Head of Administration in Novy Urengoi. In 1994 Natalia was designated as the Head of the city Administration. That year she was elected as a deputy of the State Duma of Yamalo-Nenets Autonomous Okrug and as a deputy of the NoviyUrengoy Municipal Committee. On the 16thof March 1997 Natalia Komarova continued working as the Head of the municipal formation of NoviyUrengoy up to October 2000 according to the elections results. From October 2000 to December 2001 Natalia worked as a deputy of the Governor of Yamalo-Nenets Autonomous Okrug, leading the Economic Committee of the Okrug. At the same time Natalia lectures at the University: she is an associate professor of the Social Management of the Yamal Oil and Gas Institute (branch) of the Tyumen State Oil and Gas University (since 1999). In December 2001 Natalia was elected as a Deputy of the State Duma of the Federal Assembly of the Russian Federation inYamalo-Nenets Autonomous Electoral Okrug. From 2004 to 2007 she is the Head of the Natural Resources and Nature Management Committee of the State Duma of the Federal Assembly of the Russian Federation. In December 2007 Natalia was elected as the deputy of the State Duma of the Federal Assembly of the Russian Federation in Yamalo-Nenets Autonomous Electoral Okrug for the third time. In the State Duma of the fifth assembling she continued to be the Head the Natural Resources and Nature Management Committee. On the 8thof February 2010 the President of Russian Federation Dmitry Medvedev submitted a proposal to the deputies of the Khanty-Mansiysk Autonomous Okrug Duma a candidature of Natalia Komarova as the Governor of the Khanty-Mansiysk Autonomous Okrug –Ugra. At the unscheduled meeting on the 15thof February the deputies in a unanimous vote voice supported her candidature.On the 1stof March Natalia entered the office of the Governor of the Khanty-Mansiysk Autonomous Okrug –Ugra.
