Draft Legislation on Regulatory Activities to be Presented at SPIEF 2019
The government of the Russian Federation plans to present new draft legislation on monitoring and oversight activities for public review. This new legislation aims to lay a foundation for the work of Russian regulatory agencies, reports Deputy Prime Minister – Chief of Staff of the Government Executive Office of the Russian Federation Konstantin Chuychenko.
The first discussion regarding this draft legislation is expected to be held as part of the St. Petersburg International Economic Forum on 6–8 June 2019.
This draft legislation may serve as the basis for the creation of an entire regulatory code. According to Chuychenko, to this day, each Russian regulatory agency operates according to their own separate rules, and there has yet to be any fundamental legislation regulating these activities.
"We are currently working on general legislation on mandatory requirements, which will become a part of oversight and monitoring activities. This legislation will contain definitions and descriptions of these requirements and the statutory system in which they will be implemented," said Chuychenko.
According to the Deputy Prime Minister, the need for any additional, sector-specific oversight and monitoring legislation is also being discussed. He pointed to federal nuclear oversight as an area which would require special regulatory rules.
