Business programme

For more than a year and a half, the world’s largest special economic zone has been operating in the Russian Arctic. It brings together several preferential regimes in nine of the country’s regions, and, despite the challenges posed by the global economy, the business community’s interest in implementing projects in these hard-to-reach territories is only growing. Over the past year, the number of residents of preferential regimes in the Arctic has increased by more than 250, which shows how appealing the range of tax and administrative benefits are. However, the climatic features of the Arctic regions and the specifics associated with the implementing projects there exacerbate various problems for investors, particularly given the turbulence of the global economy this year. What role can the Russian Arctic play in developing the economy during this period of sanctions? What referential solutions in the Arctic do these new times dictate? What major projects are already being implemented and may be promising in the near future? What support measures do residents need to ensure independence from Western organizations and holdings?

He worked at the Academy of Sciences of the USSR. Since 1992 to 1998 he has been studying and working in the USA. He worked as a financial manager in Pratt & Whitney company. Since 1998 he has started his work at 'Interros' Holding company system. In 1998 he worked at 'ONEXIM-bank' company. From 1998 to 2003 he worked at 'Interros Development' company. From 2003 to 2009 he was a Director General of the 'Open Investments' (OPIN) development company. Since 2009 till now he is a Director General of 'Rosa Khutor' company. Since 2009 till now he has been a Chairman of the Board of Trustees of the Pavlovo Gymnasium. Since 2012 till now he has been a Chairman of the Board of Directors of 'Agranta' group of companies.

Alexey Chekunkov has been the head of the Far East Development Fund since October, 2014.In 2013-2014 Alexey managed his own investment company PAMIR Capital before appointment to the position of the Far East Development Fund Chief Executive Officer. In 2011-2013 he worked as a Director, Member of the Management Board and Investment Committee in the Russian Direct Investment Fund (RDIF). Mr. Chekunkov was responsible for investments in healthcare, energy saving, raw materials sector as well as for establishing of the Russian-Chinese Investment Fund with 2 billion dollars capital. In 2009-2011 Alexey managed his own investment company New Nations Capital (venture capital investments, investment banking). In 2006-2009 he worked in the position of Managing Director in the investment company United Gold Company (UGC), being a part of Alfa-Group consortium.In 2003-2006 he was Vice-President in Delta Private Equity, one of the leading private equity companies in Russia, managing over 500 million dollars capital. He participated in a number of landmark deals including sale of Delta Bank, of TV channels STS and TV-3, of the National Cable Networks holding, of the company Compulink. In 2002-2003 Mr. Chekunkov took part in consolidation of gold-mining assets in the Republic of Sakha (Yakutia) as the Projects Director in the Investment Group Alrosa. On November 10, 2020, by decree of the President of the Russian Federation, he was appointed Minister of the Russian Federation for the Development of the Far East and the Arctic.

Roman Kopin

Governor of Chukotka Autonomous Okrug

Roman Kopin was born on March 5, 1974.
In 1996 he had finished Volgo-Vyatskaya Academy of government service having graduated of department of the State and municipal administration.
Since 2001 till now Roman Kopin lives and works in Chukotka.
In 2001 he was Governor’s adviser on economical issues.
In December 2001 he was the head of municipal administration of Chaunskiy district, and in 2003 he was the head of Bilibino municipal district.
In April 2008 he was appointed as the Vice-Governor of Chukotka Autonomous Region and at the same time he was the chief of Department of industrial and farming policy.
13 of July 2008 during the close vote of deputies of regional Duma Roman Kopin was appointed as the Governor of Chukotka Autonomous Region.
On September 8, 2013 he was elected the Governor of Chukotka Autonomous Area. On September 24 Roman Kopin took the oath and officially entered a position.
He was awarded by "Medal of honor" the decree of the President of Russian Federation
He is married and has two children, a son and a daughter.

Alexander Uss

Governor of Krasnoyarsk Territory

In 1976, he graduated with honors from the law faculty of Krasnoyarsk State University.
From 1976 to 1980, he was research assistant, postgraduate student at Tomsk State University. In the same place he defended his thesis for the degree of candidate of legal sciences on the topic "Conflicts between convicts accompanied by violent assaults (based on materials from high security penal colonies)".
From 1981 to 1993, he was an assistant, Senior Lecturer, Associate Professor of the Department of Criminal Law, Senior Researcher at Krasnoyarsk State University. From 1986 to 1988, he was a Fellow of the Institute of Foreign and International Criminal Law. with M. Planck based in Freiburg, Germany.
In 1994, at Tomsk State University, he defended his thesis for the degree of Doctor of Law on the topic "Social and integrative role of criminal law" (specialty "Criminal law and criminology; criminal executive law").
Political career
In 1993, he was appointed head of the legal department of the Krasnoyarsk Krai Administration.
In the same year, Uss was nominated as a candidate to the Federation Council from the Yevenk Autonomous Okrug.
From 1994 to 1995, he became a Deputy of the Federation Council of the 1st convocation, and a member of the Committee on International Affairs.
From 1995 to 1997, Uss was Deputy Governor of Krasnoyarsk Krai, under Valery Zubov, and supervised public order and legal issues.
On 7 December 1997, Uss was elected a deputy of the Legislative Assembly of the Krasnoyarsk Krai from the electoral bloc "Union of Business and Order - the Future of the Territory". In January 1998 he was promoted as the Chairman of the Legislative Assembly.
Since 1998, by ex officio, he was a member of the Federation Council, and was a member of the Committee on International Affairs.
In March 2001, Uss joined the Unity party.
On 23 December 2001, he was reelected as a deputy, and on 9 January 2002, he was the chairman of the Legislative Assembly of the Krasnoyarsk Krai.
In December 2001, he resigned as a member of the Federation Council in accordance with the law on the new procedure for forming the upper house of the Russian parliament.
In 2002, he ran for the governor of the Krasnoyarsk Krai, took first place in the first round on 8 September gaining 27.6% of the vote, and went to the second round. In the second round of elections he won 42% of the votes, but lost to the Governor of the Taimyr Autonomous Okrug Aleksandr Khloponin, with more than 48%.
On 15 April 2007, he was elected a deputy of the Legislative Assembly of the united Krasnoyarsk Krai, and at the first session of the parliament of the united Krasnoyarsk Krai (May 14, 2007), which Uss was the Chairman of the Legislative Assembly of the Krasnoyarsk Krai, (51 out of 52 deputies present voted for his candidacy, as one ballot paper was considered invalid).
Governor of Krasnoyarsk Krai.
On 29 September 2017, by a decree of the President of Russia, Uss was appointed as the acting Governor of the Krasnoyarsk Krai. On 9 September 2018, Uss was elected governor of the Krasnoyarsk Krai, gaining 60.19% of the vote.
He officially took office on 29 September.
