The current foreign economic circumstances have significantly changed logistical chains and distribution systems and led to a significant reduction in real disposable income. The restrictions imposed and the resulting pressure brought to bear upon household budgets could provoke a new influx of counterfeit products into Russia, which would in turn directly affect state revenue and health security. The growth of illegal turnover entails significant losses for the federal budget from unpaid taxes and other deductions, which could prove to be critical given the current situation. The emergence of new threats must be prevented, and this includes innovations, which possess an illegal turnover that has yet to be treated as a separate problem. This product segment demands effective methods of regulation and not a merely prohibitive policy, which would undoubtedly lead to exponential black-market growth. What regulatory methods can the government develop to control innovative products in order to prevent their illegal circulation? How can the government and business cope with an increase in counterfeit goods under the new economic realities? How can a long-standing problem be turned into a new point of economic growth?

Sergey Slipchenko joined Philip Morris International (PMI) affiliates in Russia as sales representative in 1994. He has further progressed through various positions of increased responsibility in Sales. In 2000, Sergey was appointed Manager Sales Development and Training at PMI Operations Center in Lausanne and moved to Switzerland.
During his next career stage, Sergey worked as Director Sales and Distribution at Philip Morris Ukraine where he later headed the Marketing function. In 2007, he returned to Russia as Director Marketing, and in 2010, he was promoted to the position of Managing Director Philip Morris Romania and Bulgaria.
Sergey was appointed Vice President Corporate Affairs for PMI affiliates in Russia in January 2015. In this capacity, he is in charge of Government Relations, Communications, and Public Affairs.
Sergey was born on January 18, 1971, in Moscow, Russia. He holds a degree in international journalism from the Moscow State University. In 2001, he earned an Executive MBA at INSEAD Business School.

In 2008 - 2010 years he served successively as Head of the Legal Experts Group for Property Relations, Vice-President of ANO "Public Reforms Center".
In 2010 - 2011 years he occupied position of Director of the Department of Regulatory Impact Assessment at the Ministry of Economic Development of the Russian Federation. From November 2011 to June 2016 he was Director of the Department of State regulation of the Economy of the Ministry of Economic Development of the Russian Federation. In June 2016 he was appointed to the Head of the Federal Accreditation Service.
