In the current geopolitical situation, the role of cultural and humanitarian cooperation is a priority. The humanitarian influence, expressed through cultural, youth, scientific and educational collaboration, is already seen as a distinct strand of foreign policy engagement. Leveraging the tools of cultural and humanitarian influence contributes significantly to achieving the goals outlined in the Concept of the Foreign Policy of the Russian Federation, as well as in the state policy aimed at preserving and fortifying traditional Russian spiritual and moral values. The policy of ‘cancel culture’ prevalent in several Western European nations has proven to be untenable; Russian culture constitutes an integral component of global culture. What goals should guide the development of sustainable strategies for ongoing cultural and humanitarian policies? How should cultural and humanitarian policies be developed? What contradictions must be resolved, and what opportunities lie ahead? Which formats are most conducive to promoting Russian culture abroad: cinema, theatre, music, or exhibition activities? How does the preservation and promotion of historical and cultural sites, along with the memory of the ‘Russian Abroad’, contribute to the intergenerational transmission of values and norms, customs, and behavioural patterns traditional to Russian civilization, including among compatriots residing overseas?

Education
In 1998 graduated the Moscow State University of International Relations (MGIMO). One year later he defended his PhD in political science there.
Professional background
In 2003-2006, he was Director for Public and International Relations at the All-Russia Public Opinion Research Center (VTsIOM). In 2007-2012, he was at the leading positions in the United Russia party. In 2012-2013, he was First Deputy Executive Director of the Russian Geographical Society. In 2014 he helped to set up and headed the Con-nection charity foundation, the goal of which is to establish the sustainable system of assistance to the deafblind people in the Russian regions.
Member of the Expert Council at the Russian Government, Public Council of the Ministry of Healthcare of the Russian Federation, Council on Charity in Social Sphere at the Russian Government, a number of ministerial and inter-agency working groups. Since 2017 Dr. Polikanov presides the Executive Board of the Donors’ Forum. Member of the board of a number of NGOs, including the Board of Trustees of the “Lake Baikal” charity.
Dr Polikanov is the author of over 100 publications on international and European security issues, Russian foreign and domestic policy. He was also a top manager at the PIR Center, the International Committee of the Red Cross, the Federal Social Security Fund of the Russian Federation.

В 2017 году прошел повышение квалификации в Российской академии народного хозяйства и государственной службы при Президенте Российской Федерации по дополнительной профессиональной программе «Управление в сфере культуры».
В 2019 году окончил магистратуру Сыктывкарского государственного университета им. Питирима Сорокина, специальность — «Культурология».
С 2011 года — руководитель любительского объединения Муниципального автономного учреждения «Городской Дворец культуры» муниципального образования городского округа «Ухта».
С 2013 года — заместитель директора Муниципального автономного учреждения «Городской Дворец культуры» муниципального образования городского округа «Ухта».
С 2015 года — директор Муниципального автономного учреждения «Городской Дворец культуры» муниципального образования городского округа «Ухта».
С октября 2016 года по апрель 2021 года — министр культуры, туризма и архивного дела Республики Коми.
Будучи министром культуры, туризма и архивного дела Республики Коми, а также являясь председателем Координационного совета по культуре и искусству в 2019-2021 гг., С.В. Емельянов выступал инициатором и куратором знаковых проектов на Севере России.
Под руководством С.В. Емельянова Республика Коми стабильно входила в ТОП-10 регионов-лидеров по темпам развития культуры (2017 – 2019 гг.).
По инициативе С.В. Емельянова с 2018 г. (объявленного Главой Коми Годом культуры в регионе) в столице Республики Коми проводится Северный культурный форум – главная площадка Севера России для построения диалога профессионалов культурного сообщества страны и зарубежья.
С апреля 2021 года — директор ФГБУК «Национальный драматический театр России (Александринский театр)».
В статусе директора ФГБУК "Национальный драматический театр России (Александринский театр)" С.В. Емельянов запустил масштабную реновацию гастрольных проектов институции, расширив формат их проведения до культурно-делового проекта "Дни Александринского театра за рубежом и в субъектах РФ". По инициативе С.В. Емельянова творческие инициативы и задачи Александринского театра дополнены глобальной культурно-просветительской и проектно-стратегической миссией. Выступил инициатором разработки и запуска всероссийского просветительского проекта «Национальная театральная школа».
В 2022 году вошел в состав Комиссии Государственного Совета Российской Федерации по направлению «Культура».
Награжден Почетной грамотой Министерства культуры Республики Коми, Почетной грамотой Министерства национальной политики Республики Коми, Почетной грамотой Республики Коми, Благодарностью Министра культуры Российской Федерации.

Born in 1987 in Moscow. In 2008 graduated from State University of Management in Moscow, National and Global Economy Faculty.
In 2011 has got a PhD in Economics with thesis “National innovative systems in European Union”.
In 2009 – 2013 - an assistant professor, professor in Global Economy Department, State University of Management.
From 2013 works at Cinema Fund of the Russian Federation as a Head of Analytical Department, Deputy Director, and Acting Executive Director.
In 2021 was appointed as an Executive Director of Russian Federation’s Cinema Fund by the Prime Minister of the Russian Federation.
Married, has a son.

Founder and Artistic director of Moscow Theatre of musical (since 2011). Moderator of several TV programs. Columnist of the “Rossiyskaya gazeta”. Author of 3 books, 10 films and more than 1000 publications on culture.
Head of the Federal Agency for Culture and Cinematography (2004-2008), Minister of culture (2000-2004), Chairman of the All-Russia State TV and Broadcasting Company (1998-2000), Deputy Minister of culture (1993-1997).
