Professionalism: An Industry-Specific Approach to Staff Training in the Context of Import Substitution

Today, the system of secondary vocational education is undergoing profound changes. The implementation of the federal project Professionalism last year has led to extensive collaboration with representatives from the real sector of the economy. Through the establishment of 201 clusters, students are now being trained under new programmes tailored to meet the specific needs of employers. These changes have also impacted the teaching of on-the-job training masters, management teams, and the infrastructure of colleges. The federal project Professionalism serves as a cohesive mechanism that involves federal and regional authorities, educational organizations, and business representatives. It introduces new mechanisms for managing colleges with the ultimate goal of transitioning to an industry-specific model for training highly skilled professionals who are in demand in the labour market. Colleges are evolving into centres of transformation within the personnel training system. They are actively updating their educational content and infrastructure, while establishing a new and flexible model for training highly qualified personnel. This model emphasizes a strong connection within the "educational organization-enterprise" and focuses on personnel training in priority sectors within regions. How is the demand for graduates from technical and vocational schools increasing among employers? Why are companies interested in this project? Which cases have already been implemented? How will the project be further developed in the future?
