The Russian tax system has undergone systemic changes in various areas in recent years. In 2021, for the first time in a long period, the country introduced an element of progressive taxation, specifically a 15% rate of personal income tax on income exceeding 5 million rubles per year. Efforts have been consistently made to reduce the tax burden on labour, as evidenced by the reduction in the insurance contribution rate for the SME sector and the implementation of tax reforms in the IT and radio-electronic industries. In 2022, a pilot project was launched to exempt catering services from VAT in order to legitimize businesses in this sector. The simplification of tax administration has remained a strategic trend, with the full-scale implementation of the Unified Taxation System and the ongoing experiment of the Automated Simplified Taxation System. What are the results of the implemented tax innovations and what does the analysis by the Russian Ministry of Finance indicate? How do businesses, regions and sectoral agencies assess the results of the implemented tax reforms? What accomplishments have been made, and what aspects have not worked as intended? What measures can be taken to improve the existing tax system?
