According to global statistics, a staggering 80% of consumer goods worldwide are discarded within a mere six months of production. In Russia, the production of waste has more than doubled over the past decade, with an annual increase of 0.4 million hectares. The internal threats to ecological well-being have underscored the urgent need for a transformation in the waste management system, as a vital prerequisite for sustainable development within the country. The ongoing waste management reform in Russia seeks to establish an authentic model that not only considers the geographical, climatic, ecological, and landscape peculiarities of different regions, but also draws upon the historical aspect by incorporating the valuable lessons learned from the Soviet era's processing system. The integrated framework of the modern Russian waste management system fosters new interrelations among key societal stakeholders, including the state, business sector, and civil society. This framework not only entails state regulations, infrastructure development, and scientific and technological advancements but also encompasses environmental education initiatives, the promotion of eco-industries, and the nurturing of human resources. What has already been done and what is to be done to develop the reform? Business motivation: how does the state help implement the principles of the "waste management reform"? Economics and ecology: what infrastructure is needed to turn waste into resources?

Chief Executive Officer, National ESG-Alliance

In 2013 was appointed Dean of SKOLKOVO Business School and from 2016 to 2021 he was President of the Business School. Prior to this, he served as Deputy Mayor in the Moscow Government for economic policy.
Mr. Sharonov was born in Ufa in 1964. He graduated from Ufa State Aviation Technical University and the Russian Academy of Public Administration under the President of the Russian Federation; holds a Ph.D. in sociological science. From 1989-1991 Mr. Sharonov was People’s Deputy of the USSR, and until 1996 was Chairman of the State Committee of the Russian Federation for Youth Affairs. Between 1996 and 2007 he served in the Ministry of Economic Development and Trade of the Russian Federation as department head, deputy minister and state secretary. From 2007 through 2010 Mr. Sharonov was managing director and chairman of the Board of Directors of Troika Dialog Investment Company, and headed the investment banking business. Andrei is a Chairman of the Board of NefteTransService LLC, member of the Management Board of such companies as PJSC Sofkomflot, PJSC PhosAgro, JSC Medicina, EN+ GROUP IPJSC, PJSC Rosseti, Non-commercial organization Foundation for Development of the Center for Elaboration and Commercialization of New Technologies (Skolkovo Foudation).
By directive of the Moscow Mayor dated 22 December 2010, Mr. Sharonov was appointed Deputy Mayor in the Moscow Government for Economic Policy, Chairman of Regional Energy Commission. Mr. Sharonov headed the Executive Committees of Moscow Urban Forum and Open Innovations Forum. Mr. Sharonov was awarded the Aristos prize for “Independent Director” in 2009, the national award “Director of the Year – 2009” for “Independent Director” and the international award “Person of the Year – 2012” for “Business Reputation”. He also received special award for personal contribution to the development of corporate management in 2016 from the Independent Directors Association and the Russian Union of Industrialists and Entrepreneurs. Mr. Sharonov was awarded the Order of Honour and is an Honoured Economist of the Russian Federation. He also received President's Letters of Gratitude in 2003, 2008 and 2018.

In 2005 – 2011 she held various positions in the Ministry of Economic Development of the Russian Federation, including the position of Deputy Head of Real Estate Department of the Ministry of Economic Development. In 2011 – 2012 – Deputy Head of Rosreestr. In 2012 – 2015 – Head of the Department of Land Policy, Property Relations and State Property of the Ministry of Agriculture of the Russian Federation. In 2015 – 2016 she worked as State Secretary - Deputy Minister of Agriculture of the Russian Federation. By order of the Government of the Russian Federation of 11.10.2016 № 2141-r she was appointed Deputy Minister of Economic Development of the Russian Federation – Head of Federal Service for State Registration, Cadastre and Cartography. Victoria Abramchenko was awarded honorary certificates of the Government of the Russian Federation and the Ministry of Economic Development of the Russian Federation and certificate of acknowledgement of the Ministry of Economic Development and Trade of the Russian Federation. Evgeny Mikhailov was born in 1973 in Daugavpils, Latvian SSR; graduated from the Gubkin State Academy of Oil and Gas in Moscow. From 1990 to 2003, Mr. Mikhailov worked in senior positions at state and non-state economic enterprises.

In 2013–2015 as an expert consultant, he was directly involved with the United Nations Economic Commission for Europe and UN-Habitat on the development of Smart Cities Indicators, which have been approved internationally.
From 2015 to the present, he is CEO of the Bolshaya Troika Production Company. During this time, Big Three has become an established leader in the software development for the digitalisation of waste management. The system has already been implemented in half of the Russian Federation regions, has participated in the development of several Federal government information systems for the Housing and Utilities Sector and the urban environment.
Bolshaya Troika is in the State Register of accredited organisations operating in the information technology field.
The company employees are members of the expert councils in a wide variety of organizations, such as the International Electrotechnical Commission ICE, the International Organization for Standardization ISO, the International Partnership for Energy Efficiency Cooperation IPEEC, the United Nations Economic Commission for Europe and UN-Habitat, the State Duma of the Russian Federation, the Ministry of Construction Industry, Housing and Utilities Sector of the Russian Federation.
Currently, joint international projects with the Republics of Kazakhstan and Uzbekistan are also being implemented.
Moreover, in 2018, the company became a resident of Skolkovo, won a grant from the Foundation for Assistance to Small Innovative Enterprises in Science and Technology, obtained licenses from the Federal Security Service and the Federal Service for Technical and Export Control of the Russian Federation for information security and technical protection of confidential information.
