The automotive industry is important not only because it produces an economic multiplier effect and ensures technological development of related industries. Given the restrictions imposed by western manufacturers on car sales to Russia, within the planning horizon of the coming decade, the sector will play an important role in maintaining the quality of life in Russia. The previous 20 years could be called a time of missed opportunities: despite manufacturing localization programmes and SPICs concluded with western manufacturers, 2022 made it clear that only national companies, AvtoVAZ, UAZ, KaMAZ, and GAZ, can continue manufacturing cars in Russia amid the sanctions. Consequently, the crucial task today is to design a regulatory model resistant to western sanctions and capable of manufacturing a highly localized product. What are the models for partnership with foreign companies and markets? What support do companies need in order to switch Russia’s motor industry to new operational models? What promising business models currently exist for integration?
