The automotive industry is important not only because it produces an economic multiplier effect and ensures technological development of related industries. Given the restrictions imposed by western manufacturers on car sales to Russia, within the planning horizon of the coming decade, the sector will play an important role in maintaining the quality of life in Russia. The previous 20 years could be called a time of missed opportunities: despite manufacturing localization programmes and SPICs concluded with western manufacturers, 2022 made it clear that only national companies, AvtoVAZ, UAZ, KaMAZ, and GAZ, can continue manufacturing cars in Russia amid the sanctions. Consequently, the crucial task today is to design a regulatory model resistant to western sanctions and capable of manufacturing a highly localized product. What are the models for partnership with foreign companies and markets? What support do companies need in order to switch Russia’s motor industry to new operational models? What promising business models currently exist for integration?

Konstantin Dolgov

Mr. Dolgov was born in 1968.
1990 — He graduated from Moscow State Institute (University) of International Relations with a major in international relations.
1990 – Diplomatic service
1990—2004 — Held a number of positions at the central administrative office of the Ministry of Foreign Affairs and abroad.
2004—2011 — Deputy Permanent Representative of the Russian Federation to the UN in New York.
April 2011 — Commissioner of the Russian Ministry of Foreign Affairs for Human Rights, Democracy and the Supremacy of Law and Ambassador at Large.
November 2011—October 2013 — Co-Chairman of the Working Group on Civil Society of the Russian-American Presidential Commission.
Mr. Dolgov is a member of the Coordinating Council of the Chairman of the Federation Council for Interaction with Civil Society Institutions, the Expert Council under the Commissioner of the Russian President for Child Rights, the Working Group under the Federation Council in charge of verifying the observance of the constitutional rights of Russian citizens to the inviolability of private life as well as personal and family privacy when processing personal data.
In 2013, he was nominated by the Russian Federation as a candidate for the post of the OSCE High Commissioner on National Minorities.
As of 24 November 2014, he has been a member of the Coordinating Council under the Russian President for the National Action Strategy for Children in 2012—2017.

Kirill Komarov

Kirill Komarov is First Deputy Director General for Corporate Development and International Business of ROSATOM. He entered this role in 2011 and has since been responsible for the oversight of the state corporation’s foreign business activities, international orders portfolio growth and ROSATOM’s global standing. Mr. Komarov joined ROSATOM in 2006, where he has been in a variety of leadership positions, including CEO of Atomenergoprom – a holding company unifying Russian civilian nuclear assets. He continues to also maintain this function in his current capacity.
Prior to joining ROSATOM, Mr. Komarov was Deputy Director of the Federal Water Resources Agency. He began his career at a Russian consulting company, followed by an investment conglomerate.
Mr. Komarov graduated from the Urals State Law Academy in Yekaterinburg, Russia. After completing a postgraduate course, he received an advanced law degree from the institution.

In 1997, he graduated from Lomonosov Moscow State University, Department of Economics.
In 1998, he graduated from the Academy of National Economy under the Government of the Russian Federation, majoring in Financial Management.
In 2000, he obtained an MBA Degree from Kingston Business School (Great Britain), and in 2002, a PhD in Economics from Moscow State University.
Since 2002, he has been holding senior positions at SOLLERS Group and is a member of the Management Board and Board of Directors of SOLLERS PAO (previously, OAO Severstal-Avto).
Since 2002, he is a Financial Director of SOLLERS PAO; since May 2009 – First Deputy General Director of SOLLERS PAO.
Since August 2016, he has been the General Director of OOO LORUS SCM.

Tadzio Schilling

On May 1, 2020, Tadzio Schilling took office as the CEO of the Association of European Businesses (AEB).


Mr. Schilling was elected by representatives of the AEB’s member companies at the Annual General Meeting on March 17, 2020. He replaces Dr. Frank Schauff, who had headed the AEB since 2007 and was re-elected to a fourth term in 2016.

Tadzio Schilling holds an MA in International Relations and an advanced MA in International History and Politics from the Graduate Institute Geneva, as well as an Executive MPA from the Hertie School of Governance in Berlin.

In his professional career, he has worked in various finance, HR, and sales functions for companies such as Zurich Cantonal Bank, Dell Inc., Wesser & Partner, and FirstClimate. He has also worked as a researcher and lecturer in Russian Studies at the Humboldt University of Berlin.

Before joining the AEB, he served as Deputy Head of Economic Affairs, Finance, and Science at the Swiss Embassy, then as Inbound Business Development Leader and Head of the German Business Center at EY.

He has also served as Chairman of the AEB SME Committee and a Board Member of the Joint Chambers of Commerce Switzerland-CIS.

Tadzio speaks German, English, French, Italian, Russian, Polish, and some Chinese.
