The staggering market capitalization of the world's largest technology companies surpasses the GDP of entire nations like the Netherlands, Turkey, or Switzerland. Moreover, the revenues generated by Russia's leading technology firms exceed the gross regional product of individual regions within the country. This underscores the profound impact of the technology industry on national competitiveness and regional allure. In the past, globalization acted as a catalyst for these transformative processes. However, the geopolitical landscape has shifted, leading to a fragmented world and the rise of protectionism, thereby altering the traditional approach to technological advancement. As a result, trends such as the replacement of imported technologies, the development of indigenous solutions, and the localization of critical equipment manufacturing will shape the trajectory of Russia's technology sector and the country's economic future in the coming 3–5 years. Is the current limitation of foreign technology access an irreversible consequence of geopolitical forces? With which nations should Russia foster technology partnerships to forge a prosperous path forward? How can we captivate technological allies from friendly countries? Could the present surge in protectionism within the technology sphere eventually give way to a resurgence of globalism? What will be the ramifications of a fragmented world, including restricted technology access, on Russia's economic future and the welfare of its citizens? Is it both feasible and imperative for Russia to achieve technological self-sufficiency?
