Russian social entrepreneurship matches its Western peers in terms of innovative potential and social value. The difference lies in the scale and, most importantly, the dissimilarity of the Russian social and institutional environment. In the last five years, we have seen improved social business projects and their successful roll-out all around the country. Is it already time to draft and adopt a separate law on social entrepreneurship? Does the existing infrastructure for supporting and developing social entrepreneurship and innovation meet modern requirements? How can information support for new projects be ensured?

Expert of the Agency for Strategic Initiatives, Foundation for regional social programs "Our Future ". Assistant to the Deputy Chairman of the State Duma of the Russian Federation. Mentor of social startup contest SAP UP in Kazakhstan and Belarus. Compiler of the annual catalog "Social Entrepreneurship of Russia". Mentor of the program "Cities of the Future" of the Center of Social Technologies Garant and CITI Foundation Developer of regional educational programs and public campaigns on promotion of NGOs and social entrepreneurship.

Vagit Alekperov

Graduated from the M. Azizbekov Azerbaijan Oil and Chemistry Institute in 1974. Doctor of Economics. Full member of the Russian Academy of Natural Sciences. Recipient of five orders and eight medals, and a Certificate of Gratitude from the Russian Federation President. Two times winner of the RF Government Prize. Employed since 1968; worked at oil fields in Azerbaijan and Western Siberia. 1987-1990: General Director of the Production Association Kogalymneftegaz of Glavtyumenneftegaz of the USSR Ministry of Oil and Gas. 1990–1991: Deputy Minister; First Deputy Minister of the USSR Ministry of Oil and Gas. 1992-1993: President of the Oil Concern Langepasuraikogalymneft. 1993–2000: Chairman of the Board of Directors of OAO “LUKOIL”. Since 1993: President of OAO “LUKOIL”. Elected to the LUKOIL Board of Directors since 1993.

Sergey Golubev

General Director, Foundation for Social Investment

Candidate of Sociological Sciences, Head of the Committee for Social Entrepreneurship of OPORA RUSSIA, member of the Expert Council of the Agency for Strategic Initiatives in Innovation, Head of the Federal Acceleration Program for Social Entrepreneurship “Social Innovations”. Since 2003 he has been actively involved in the development of the ecosystem for social entrepreneurship in the Russian Federation. For the first time the technology of accelerating socially significant entrepreneurial projects was developed jointly with the Omsk Social Innovation Center in 2011–2013. Subsequently highly customized accelerating technology has become the basis for the Federal Acceleration Program for Social Entrepreneurship “Social Innovations” that is being implemented in Moscow city, Moscow, Rostov and Perm regions. Since 2015 he has been developing incubation programs for non-profit organizations conductive to strengthening their financial stability and their inclusion in social services market. As the Head of a working group under the Ministry of Economic Development of the Russian Federation which evaluates practices of Social Innovation Centers and Resource Centers for non-profit organizations, Sergey is actively involved in the development of guidelines for improving the social entrepreneurship and non-profit organizations support network.

Alexander Drozdenko

Governor of Leningrad Region

Born on November 1, 1964 in the Dzhambul Region, Kazakhstan, Alexander Drozdenko graduated from Leningrad Agriculture Institute in 1986 with a degree in the economics and organization of agriculture. He obtained a PhD in Economics in 2007. Between 1988 and 2002, he worked in various positions in the Kingisepp District of the Leningrad Region. In November 2002, Alexander Drozdenko was invited to join the Government of the Leningrad Region and appointed as the Region’s Deputy Governor and Chairman of the Leningrad Region Committee on State Property Management. In May 2012, the Legislative Assembly of the Leningrad Region, on the recommendation of the President of the Russian Federation, elected Drozdenko as Governor of the Leningrad Region. He was inaugurated on May 28, 2012. On May 12, 2015, Russian President Vladimir Putin signed a decree “On the Early Termination of the Powers of the Governor of the Leningrad Region.” Alexander Drozdenko has been appointed acting Governor of the Leningrad Region.

Maxim Lubomudrov

Since November 2015: Deputy General Director of Russian Small and Medium Business Corporation, Member of Supervisory Board of SME Bank Maxim Lyubomudrov is in charge of SME financial support block. His responsibility zones are: provision SMEs with guarantees and warranties of Corporation through the network of banks partners, and credit, guarantee and other means of support via subsidiary SME Bank. June 2004 till October 2016: Partner in Deloitte & Touche In Deloitte he occupied various leading positions, was a Member of the Board of Directors and Managing Board of the company in CIS. Maxim Lyubomudrov was in charge of projects in the field of banking strategies elaboration, business processes optimization, integrated deal structuring in capital raising and due diligence. He has the experience of working in Russia, USA and Great Britain, including as partner of consulting practice of Deloitte London office. January 2000 till May 2004: Vice-president in Deutsche Bank in Russia. June 1994 till December 1999: Consultant, senior consultant, Manager in Ernst & Young. He started his career as tax specialist and worked in Moscow, London and New York offices of the company. Education: Graduated from Economics Faculty of Moscow State Institute of International Relations in 1995. Passed the courses and had been qualified as licensed bank auditor by Russian standards in 1999 and successfully passed the exam of American CPA program in 2003.

Svetlana Chupsheva

Chief Executive Officer, Agency for Strategic Initiatives

Svetlana Chupsheva was born in Prague. In 2001 she graduated from Samara State Academy of Economics with Honors. Commencing from 2000 Svetlana Chupsheva worked at the Central Department of the Bank of Russia for Samara Region, then at the Government of Samara Region. From 2004 she held position of the Director General of the Rating Agency of the Government of Samara Region, and was the head of the State Institution Agency for Economic Development of Samara Region. From 2009 – adviser to the Deputy Chairmen of the Government of Samara Region – Ministry of Economic Development, Investment and Trade of Samara Region, then adviser to the Chairman of the Board of the CB Regional Credit, LLC. From 2011 – corporate director of the Agency for Strategic Initiatives (ASI). On August 10, 2015 she was appointed as the line director of the Social Projects of the ASI. From 2017 – Director General of the Agency for Strategic Initiatives. She is awarded with the Certificate of Merit issued by the President of the Russian Federation, she has the certificate of acknowledgement issued by the President of the Russian Federation and the certificate of acknowledgement issued by the Mayor of Moscow. She brings up four children.

Elena Dybova

Vice President, Chamber of Commerce and Industry of the Russian Federation

Born on March 14, 1965 in Rzhev, Tver Region. She graduated with distinction from the Moscow Technological Institute. A Lenin Scholarship holder. In 1991, she opened her own company, which celebrated its 25th anniversary in March 2016. In 2014, Elena Dybova was appointed head of the Committee for Development of the Small and Medium-Sized Businesses under the CCI of Russia. At the 7th Congress of the CCI of Russia, she was elected Vice-President of the Chamber of Commerce and Industry of the Russian Federation. Elena Dybova takes an active part in all events (conferences, roundtables and meetings) to protect the interests of small businesses and optimise their cooperation with government authorities. She is a member of the working group for joint anti-corruption measures of representatives of the business community and government authorities under the Presidium of the Presidential Council for Counteracting Corruption, a member of the Government Commission on Crime Prevention and the Expert Council for Contract Relations under the Ministry for Economic Development of the Russian Federation. Elena Dybova is a member of the Regional Headquarters of the Regional Department of the All-Russia Public Movement PEOPLE’s FRONT FOR RUSSIA in Moscow and head of the Working Group “For Honest and Efficient Economy”. She is married with two children.

Additional education: I and II International Schools of Civil Initiatives and Social Management; The program of Internship in USA “Civic education and upbringing”, School for project evaluation. The President of the first in Russia «Center for Social innovation» (infrastructural organization created for support and development of social entrepreneurship). One of the authors who implemented new model, School of Social Entrepreneurship, it successfully works in 19 subjects of RF. Awarded with ASI diploma for the contribution into the development of the best social practices in RF, Laureate of "Impulse of Good" award in the nomination « For Leadership in Social Entrepreneurship Promotion ». The member of the Public Chamber of the Omsk Region since 2017.
