Programme

Project activity by the Russian Government is primarily aimed at focusing the administrative and financial resources required for fulfilling specific tasks. The action plan for implementing project activity calls for amendment of the strategic planning legislation, the tax code, and the state programme development procedure. Creating a transparent management system, which would ensure alignment of the project approach and results-oriented budgeting methods, is another crucial task. What project management tools can be used to ensure maximum efficiency? How can the strategy, government programmes, and budgetary process be efficiently linked to project planning? Are there lessons that can be learned from the corporate sector, especially considering the rules and specifics of management within government bodies?

Graduated Moscow University Law School, holds a PhD in Law. 1982-1993 attorney-at-law, defense counsel in many high-profile cases, one of the founders of an independent Bar Association of the USSR (1988). 1993 –head of the Security Council Department for support of the Interagency Commission for Fight against Corruption in the Higher Ranks of Power. Representative of the President of Russia in the Constitutional Assembly for drafting and adopting the Constitution of the Russian Federation. December 1993 – elected to the State Duma; Member of the 1st, 2nd, 4th, 5th and 6th Duma. Active participant in the drafting an adoption of practically all legislative acts concerning taxation and the budget, as well as the Law on the Auditing Chamber of the Russian Federation. Author of the Law on the Practice of Law and the Bar Association of the Russian Federation and a large number of other major legislative acts. Head of the working group for drafting the Law on Voluntary Declaration by Physical Persons of their Assets and Bank Accounts Andrey Makarov is a firm and consistent advocate of enhancing the role of the Russian Parliament as a branch of state power; he was instrumental in the drafting and enacting a recently adopted amendment to the Law on Parliamentary Control whereby the Parliament is given powers to exercise control of the budget regulations, including the control of the efficiency of budget spending.

On September, 9, 2013 President of the Russian Federation V.V. Putin submitted to the State Duma for consideration the candidature of T.A. Golikova as the Chairwoman of the Accounts Chamber of the Russian Federation. Member of the Council for Countering Corruption. On September 20, 2013 she was appointed to post of the Chairwoman of the Accounts Chamber. Honoured Economist of Russia. Knight of the Order Honour and the Order of Friendship. She was awarded the Order for Merit to the Fatherland of I and II class, the Orders for Merit to the Fatherland of III and IV class.

Alexander Drozdenko

Governor of Leningrad Region

Born on November 1, 1964 in the Dzhambul Region, Kazakhstan, Alexander Drozdenko graduated from Leningrad Agriculture Institute in 1986 with a degree in the economics and organization of agriculture. He obtained a PhD in Economics in 2007. Between 1988 and 2002, he worked in various positions in the Kingisepp District of the Leningrad Region. In November 2002, Alexander Drozdenko was invited to join the Government of the Leningrad Region and appointed as the Region’s Deputy Governor and Chairman of the Leningrad Region Committee on State Property Management. In May 2012, the Legislative Assembly of the Leningrad Region, on the recommendation of the President of the Russian Federation, elected Drozdenko as Governor of the Leningrad Region. He was inaugurated on May 28, 2012. On May 12, 2015, Russian President Vladimir Putin signed a decree “On the Early Termination of the Powers of the Governor of the Leningrad Region.” Alexander Drozdenko has been appointed acting Governor of the Leningrad Region.

Yaroslav Kuzminov

Rector, National Research University Higher School of Economics

Diploma in Economics, Moscow State University named after M. Lomonosov. In 1992 Yaroslav Kuzminov and Evgeny Yasin came forward with the project of a new type of university specializing in Economics. In 2011 Y. Kuzminov headed the Expert Group “Labor market, Professional Education, and Migration Policy” in the framework of the development of the Russian Federation “Strategy 2020”. Yaroslav Kuzminov is Deputy Head of the National Coordination Council for Supporting Young Gifted People; member of presidium of Presidential Economic Council; member the Presidential Commission on for Civil Service and Management Personnel Pool established; member of the Government Commission for the Coordination of the Open Government; member of the Government Commission on Economic Development and Integration et etc. Professor Kuzminov is an author of more than 100 academic works published in Russia and abroad, and a co-author of over 10 monographs and textbooks. He has been also regularly writing for leading Russian and foreign periodicals. By decrees of the President of the Russian Federation Y. Kuzminov has been awarded the Order For Merit to the Fatherland (2012) of the IV class and the Order of Honour (2002).

Vladimir Mau

Vladimir Mau is Doctor of Economics, Professor, PhD, Honored Economist of the Russian Federation. Born on 29 December 1959 in Moscow, he graduated from the Moscow Institute of National Economy in 1981. Since 1991 he participated in the development and implementation of economic reforms in Russia, including working as Advisor to the Chairman of the Russian Government from 1992-1993. From 1997-2002 Mau was the Head of the Working Center for Economic Reforms of the Russian Government. In 2002, he became the Rector of the Academy of National Economy of the Russian Government, and in 2010 the Rector of the newly formed the Russian Presidential Academy of National Economy and Public Administration. Rector Mau is a renowned expert in the field of economic theory, the history of economic thought and national economy. He is the author of 25 monographs, books and textbooks published in Russia and the UK, as well as more than 600 other works. The main results of his research focus on economic history and the history of economic thought in Russia and the USSR; the theory and history of economic policy; economic transformation and economic reforms. Rector Mau is a member of Economic Council of the President of Russian Federation. He is and also a chairman of the Expert Board under the Government Commission for Economic Development and Integration, and member of several governmental commissions and committees.
