The XII St. Petersburg International Economic Forum has been brought to a close. The high level of its participants and speakers, as well as the intensive official programme, demonstrate that the Economic Forum in St. Petersburg has truly become one of the major events in economic life in Russia and the international context. It offered an excellent opportunity for serious and meaningful dialogue, and become a venue for exchange of experience and new ideas. The St. Petersburg Forum passed in an atmosphere of special mutual trust that allowed all its attendees to communicate with one another in an ambiance of cooperation and understanding.

OFFICIAL PROGRAMME
The Forum's official programme consisted of two working days - the international day on June 7, and the Russian day held on June 8, 2008.
2 plenary sessions were held within the framework of the programme. The first one included a speech made the Russian Federation President Dmitry Medvedev, as well as 11 conferences, 2 special working sessions, and 13 round tables. There were a total of 256 moderators, speech makers and discussion participants.
A meeting between CEOs and Chairmen of 114 major foreign corporations with the Russian Federation President, Dmitry Medvedev took place on June 7, 2008. The business leaders had a follow-up meeting with the First Deputy of the Russian Government, Igor Shuvalov, and the Minister of Economic Development, Elvira Nabiullina, on June 8, 2008.
5 separate events were held under the auspices of the Forum. These included the Russia-US Round Table "Strategic Partnership between Russia and the US in the Economic Sphere"; the round table "Financing innovation and the venture capital market"; and "The Session of the Council of the Round Table of Entrepreneurs of Russia and CIS countries".
Some 12 halls situated in 7 pavilions at the Lenexpo Exhibition Centre, as well as the Silver Wind cruiser, were put into service as venues for the Forum's business programme events.
More than 10,000 people took part in the Forum, of whom 2,360 were participants in the official programme, and 780 were media representatives.
There were 7 international delegations. These included the International Monetary Fund (IMF); the World Bank; the European Bank for Reconstruction and Development (EBRD); and the League of Arab States. In addition, there were 61 official delegations. 12 national Presidents attended, of whom 11 were from CIS countries, and one from Macedonia; there was 1 Vice President (Columbia); 1 Prime Minister (Bosnia & Herzegovina); 6 Vice Prime Ministers (Azerbaijan, Belarus, Moldova, Serbia, Turkmenistan, Uzbekistan); 27 Ministers, 12 Deputy Ministers, and 46 Ambassadors. There were approximately 600 top foreign managers. All in all, some 800 foreign participants from 74 countries worldwide arrived to take part in the Forum.
There were 250 Russian representatives participating from various federal governmental bodies (executive and legislative). They included the President of the Russian Federation, 5 Vice Prime Ministers, 7 Federal Ministers, 10 Managing Directors of federal agencies, 41 Members of the Federation Council, 55 State Duma Delegates, 53 regional political executives, as well as over 900 Russian top business managers.

A total of 23 agreements and memorandums were signed within the Forum framework, out of which some 15 amounted to 14.69 billion USD. These included:
1. An investment agreement between the Russian Railway Systems (Roszheldor) and the Yenisei Industrial Company - a member of the United Industrial Corporation - to build the Kyzyl-Kuragino railway track with a view to exploring the mineral and raw materials base of the Republic of Tuva, amounting to 131.6 billion RUR (5.6 billion USD), including funds received from the Investment Fund to a total of 49.3 billion RUR.
2. An agreement between the Sollers Company (Severstal-auto) and the Fiat Concern to create the joint enterprise Severstal-auto-Fiat to produce diesel engines, for the total amount of 6 billion RUR (253 million USD).
3. An agreement between the PIK Group of Companies and the Maritime Façade (Morskoy Fasad) Managing Company to invest in a project to develop areas situated around the coastal zone of St Petersburg - reclamation of some 500 hectares of land located on the western part of Vasilievsky Island. The overall investment amount in the project is expected to reach more than 3 billion USD.
4. An agreement between the St Petersburg Municipal Government and the Sestra River Development Company to build an industrial zone in the non-residential part of the Konnaya Lakhta neighbourhood and begin residential housing development of an adjacent land plot. The manufacturing plant that is currently on the site is due to relocate, and the project is worth 431 million USD.
5. An agreement between the Association of Economic Cooperation of subjects of the North-West of the Russian Federation and PricewaterhouseCoopers Russia, with the view of increasing the investment potential of the North-Western region of the Russian Federation.
6. A memorandum of cooperation and collaboration to implement a range of infrastructure projects in St. Petersburg between Vnesheconombank and the St Petersburg Municipal Government with a view to developing the infrastructure and investment appeal of St Petersburg, attracting further investments into the city economy, and implementing strategic investment projects with enhanced efficiency.
7. A credit agreement between the Bank of Development & External Economic Activities National Corporation (Vnesheconombank) and the Dry (Sukhoi) OJSC for the amount of 60,5 million USD for a term of 8 years.
8. A credit agreement between the Bank for Development and Foreign Economic Affairs (Vnesheconombank) and the Sukhoi Company for the sum of 33.56 million EUR (51.7 million USD) over a period of 8 years. The monetary funds are to be made available for financing the R&D programme for the new aircraft known as Sukhoi Superjet 100, including certification and the launch of production, as well as establishing an after-sale service support system.
9. A credit agreement for a term of 5 years signed between Vnesheconombank and the United Aircraft Corporation (UAC) to finance a project to build a range of civil aircrafts An-148, Tu-204, and Il-96 to the sum of 7.5 billion roubles (316.5 million USD).
10. An individual credit agreement between Vnesheconombank and Deutsche Bank AG, Germany, that envisages attraction of total credit of 110 million USD for a term of 66 months for financing of the project “Construction of a complex producing sandwich panels, metallic constructions and galvanised metal products”. The project in question is currently being implemented and developed by Metal-Don OJSC.
11. An individual credit agreement between Vnesheconombank and Deutsche Bank AG, Germany, that envisages allocation of funds to the tune of 48.2 million USD for a term of 8 years to re-finance the credit line offered by Vnesheconombank to the Safonovsky pig breeding complex.
12. A memorandum of understanding between Vnesheconombank, the Eurasian Bank for Development (EBD), Кazyna Capital Management, Renaissance Capital Holding Limited and Macquarie Capital Group Limited. The Memorandum stipulates an intention between the aforementioned parties to invest funds into the joint infrastructural foundation - the Macquarie Renaissance Infrastructure Fund (MRIF). The initial size of the Fund will be between 1 and 1.5 billion USD, and the anticipated input from Vnesheconombank will amount to 200 million USD. The EBD’s investment share in the project will also total 200 million USD, while the Kazyna Fund will be investing up to 100 million USD.
13. A cooperation agreement between Vnesheconombank and Lipetsk Oblast Administration to create a strategic partnership for the development of long-term, efficient and mutually beneficial cooperation in the sphere of investment activities.
14. An agreement of cooperation signed between Vnesheconombank and Macquarie Bank on implementation of provisions under the Kyoto Protocol aimed at forming environmental protection policies and prevention of further climatic changes.
15. A protocol of anticipated cooperation between Rostov Oblast Administration and the French Company Lafarge SA to implement an investment project to build a cement production facility for 800 million USD.
16. A protocol of anticipated cooperation between Rostov Oblast Administration and Ball Packaging Europe GmbH to fulfil an investment project to build an industrial production facility for aluminium soft drinks cans for a total of 100 million EUR (154 million USD).
17. A memorandum of cooperation between Rostov Oblast Administration and the US Company Guardian Europe Sarl to implement an investment project to build a manufacturing plant for production of plate glass for a total of 240 million USD.
18.An agreement of anticipated cooperation between Yaroslavl Oblast Government and the Glavstroi Corporation to build a social and business complex and residential housing development on the site of the Yaroslavl Fuel Equipment Plant for a total of 5 billion RUR (211 million USD).
19. A protocol of anticipated cooperation between Tver Oblast Administration and Internet Logistics LLC to fulfil an investment project to build and then operate an industrial logistics complex in Tver Oblast.
20. An agreement of cooperation between Krasnoyarsk Krai Administration and the Volga-Dnepr Group to create the Krasnoyarsk International Aviation Hub Terminal and its inclusion in the special port economic zone.
21. An agreement of strategic partnership between Ulyanovsk Oblast Government and the Volga-Dnepr Group (assessments by the Russian Ministry of Economic Development evaluate projects undertaken by the Volga-Dnepr Group at 2.41 billion USD).
22.A memorandum of mutual understanding between Sberbank of Russia and Deutsche Bank AG with a view to strengthening bilateral cooperation and widening the spectrum of banking services for Russian corporate and private clients.
23. An agreement between the Rosnanotekh Group of Companies and the Intel Technologies Inc.

There were 19 press conferences. A closed session of the Executive Board of Directors of the Russian Venture Company OJSC was also held.
CULTURAL PROGRAMME
The cultural programme of the Forum included an official reception on 6 June for leaders of the official delegations. Roger Waters of Pink Floyd played his spectacular show titled The Dark Side of the Moon. There were opera and ballet performances both at the Mariinsky and Mikhailovsky Theatres. An official reception held by the St Petersburg Governor was hosted in the Mikhailovsky Garden. A large number of receptions for companies and organizations, as well as a wide variety of events organized for city residents were all incorporated into the Forum’s cultural programme.
