The SME Forum

The Declaration of interaction between big business and SMEs delineates five spheres of collaboration: market accessibility, production and administrative process modernization, infrastructure and financing access, and human capital development. How does this interaction contribute to the growth of SME productivity, enhancement of management quality in companies, and the subsequent expansion of small businesses? What are the expectations of big business from small enterprises in terms of fostering a responsible approach? What are the potential areas of engagement that should be included in future iterations of the Declaration?

Bludyan, Marina Anatolievna was born on December 26, 1961 in Moscow.
In 1985 she graduated from Moscow Automobile and Road Construction State Technical University.
In 1989 she graduated from Foreign Trade Academy of the USSR.
She is a Vice-President of Russian non-governmental organization for small and medium business «OPORA RUSSIA»; a member of the Supreme Council of the All-Russian political party «United Russia»; the representative of the Presidential Commissioner for protection of the entrepreneurs rights; the Committee Coordinator of the All-Russian People’s Front; the Chairman of the Board of Directors of SPA “Phoenix”, LLC; the Deputy Chairperson of Public Council of the Federal Accreditation Service; a member of the Public Council of the Federal Agency on Technical Regulating and Metrology (Rosstandart), a member of the Council of SRO “Association PPE” (Association of designers, manufacturers and suppliers of personal protective equipment).
Marina Bludyan is the author and patent holder of 18 Russian invention patents and 8 international invention patents.

Born on March 14, 1965 in Rzhev, Tver Region. She graduated with distinction from the Moscow Technological Institute. A Lenin Scholarship holder. In 1991, she opened her own company, which celebrated its 25th anniversary in March 2016. In 2014, Elena Dybova was appointed head of the Committee for Development of the Small and Medium-Sized Businesses under the CCI of Russia. At the 7th Congress of the CCI of Russia, she was elected Vice-President of the Chamber of Commerce and Industry of the Russian Federation.
Elena Dybova takes an active part in all events (conferences, roundtables and meetings) to protect the interests of small businesses and optimise their cooperation with government authorities. She is a member of the working group for joint anti-corruption measures of representatives of the business community and government authorities under the Presidium of the Presidential Council for Counteracting Corruption, a member of the Government Commission on Crime Prevention and the Expert Council for Contract Relations under the Ministry for Economic Development of the Russian Federation.
Elena Dybova is a member of the Regional Headquarters of the Regional Department of the All-Russia Public Movement PEOPLE’s FRONT FOR RUSSIA in Moscow and head of the Working Group “For Honest and Efficient Economy”. She is married with two children.

Born on June 2, 1976.

1998 — graduated from Polzunov Altai State Technical University .

PhD in Economics.

1998 - 2002 — worked in operating companies.

2002 - 2012 — holding various positions in the Ministry of Economic Development of Russia.

2012 - 2020 — Administrative Assistant, Deputy Head of Expert Administration of the Russian Presidential Executive Office.

February 11, 2020 — appointed Deputy Minister of Economic Development of the Russian Federation.

Awarded Second Class Medal of the Order of Merit for the Fatherland and Certificate of Appreciation of the President of Russia.

Elina Isagulova

Vice President for B2B Commerce and Operations Management, VK

Heads the development and promotion of VK’s consolidated B2B solutions and services. The division is
responsible for holistic assistance in the digitalization efforts of partners, based on the entire spectrum
of the internet holding’s products and services.
Elina joined the Council of the Eurasian Women's Forum under the Federation Council of the Federal
Assembly of the Russian Federation, in March 2023.

Anatoly Popov

Anatoly Popov was born on December 5, 1974 in Novosibirsk.

In 1995, he graduated from Novosibirsk State University with a degree in Applied Mathematics and Informatics, and in 1997 – with a degree in Economics and Enterprise Management.

In 2002, Anatoly Popov completed the INSEAD-Wharton InBev course. In 2007 he completed the INSEAD LEAP Leadership Excellence through Awareness and Practice program in Singapore.

From 1994-2001, he held management positions in the sales departments of regional and international companies.

From 2002-2005, he was Regional Director of Sales at SUN InBev in Novosibirsk.

From 2005-2007, he was Senior Vice-President of Sales in SUN InBev in Moscow.

From 2007-2009, he was General Manager at AB-InBev in Bulgaria and Chief Operations and Commercial Officer in Russia.

From 2010-2011, Anatoly Popov was Chief Executive Officer of VimpelCom in Kazakhstan.

In May 2011, he was appointed Vice-President of Sales at Sberbank.

In February 2016, Anatoly Popov was appointed Senior Vice-President of Sberbank and Head of the Corporate Business Block.

Since June 2018, he has been a member of the Executive Board, Deputy Chairman of the Executive Board, Head of Corporate Investment Business, Sberbank.

Anatoly Popov has been awarded the medal of Order of Merit for Service to the Fatherland (2nd class) and a Letter of Gratitude from the President of Russia.
