Programme

Within the framework of international economic cooperation, exploring intercultural interactions, the phenomenon of cultural interpenetration, the observance of cultural equality principles, and free cultural exchange take leading positions. It forms the basis for an effective, mutually beneficial partnership between national economies and long-term integration. Nowadays a number of important questions relating to cultural economics are raised: how does culture interact with the economy and how can this interaction be made effective? What is the role of state institutions in regulating economic relations in the field of culture? How do cultural economics influence the development of certain territories and how can individual regions use their historical cultural heritage to improve their economy? How important is the role of business in cultural development, and how much influence does the cultural environment have on business? What forms of international cultural cooperation can be used to improve the investment climate and achieve sustainable economic growth, and to what extent can intercultural dialogue improve economic relations between national economies?

Alexander Auzan

Mr. Aleksandr A. Auzan was born in Norilsk on July 11, 1954.
He graduated from the Faculty of Economics of Lomonosov Moscow State University and now holds a degree Doctor of Science (Economics) and Professor.
At the end of 1980s, Mr. Auzan became one of initiators to start consumer right associations. He was a member of the Bureau of Consumers International, a global consumer organization. From 2005 to 2011, he was head of the Association of Russian Economic Think-Tanks (ARETT). He was a member of the RF Presidential Council for Civil Society and Human Rights and the RF Presidential Commission for Modernization and Technological Development of Russia's Economy. He also was head of the Advisory Working Group of the Commission. From 2011 to 2012, Aleksandr Auzan was head of the Expert Group "Optimization of State's Presence - Reducing Regulatory Functions and Ensuring Transparency and Feedback from Citizens and Businesses" to update Strategy 2020. Currently, he is a member of the Economic Council under the President of the Russian Federation, Advisory Council under the Russian Government, Governmental Commission on Administrative Reform.
Mr. Aleksandr A. Auzan is the author of more than a hundred scientific papers, including four monographs. He regularly publishes articles and gives interviews to the media. He also gives lectures on institutional economics, modernization of the economy, socio-cultural values, and dynamics of the social contract. It has many years of practical experience in advising national and regional governments.

Born on July 17, 1949, in Leningrad (now St Petersburg). 1971 – graduated from Zhdanov Leningrad State University; Doctor of Physics and Mathematics. 1971-1991 – junior researcher, laboratory head, deputy director for research, leading researcher at the Ioffe Physical Technical Institute of the Soviet Academy of Sciences, Leningrad. 1991-1993 – Vice President of Advanced Technology Centre, St Petersburg. 1994-2001 – Director of Regional Foundation for Scientific and Technological Development, St Petersburg. From 2000 – Chairman of the Academic Council of the Centre for Strategic Research North-West Foundation. 2001-2002 – Deputy Minister of Industry, Science and Technology of the Russian Federation. From June 2002 – First Deputy Minister of Industry, Science and Technology of the Russian Federation. From December 2003 – Acting Minister of Industry, Science and Technology of the Russian Federation. March 9, 2004 – appointed Minister of Education and Science of the Russian Federation. Since May 21, 2012 – Aide to the President of the Russian Federation. State award – Honorary Diploma of the Government of the Russian Federation.

Andrey Kuzyaev, born on October 6, 1965, in Perm, Russia.
In 1987, he graduated from the Perm State University with a degree in Economics.
In 1991, founded and took the lead of one of the first exchanges in Russia, Perm Commodity Exchange, later reorganized to become Perm Financial and Industrial Group (PFIG) of which he is Chairman of the Board and owner. One of the main assets of PFIG since 2005 is ER Telecom Holding. The Group also holds assets in oilfield services, financial sector, and real estate. PFIG consists of 50 companies that employ over 20 000 people.
Since its establishment in 1995 and until 2003, Andrey Kuzyaev was General Director of LUKOIL-Perm, a subsidiary of LUKOIL Oil Company. In 2000, he was appointed President of LUKOIL Overseas, operator of LUKOIL's international upstream projects, and in 2005, Vice President of LUKOIL Oil Company.
In December 2014, he was elected Chairman of the Board of ER-Telecom Holding, and in July 2015, he was appointed as President of the company.
Andrey Kuzyaev is also Chairman of the Board of the Far East and Baikal Region Development Fund and Chairman of the Supervisory Council of the Perm State University.
