Since 2014, the St. Petersburg International Economic Forum has been the traditional platform for presenting the results of the National Regional Investment Climate Ranking. Since its inception, the National Ranking has proved to be effective for evaluating the efforts of the authorities at all levels to improve the business environment, and its results stimulate competition for investment at the regional level. Which regions have managed to show dynamics in the rating? What is the secret of success of the regions that have maintained their prime position in the rating for five years? How can the business community participate in the work of the territorial project teams?

Andrei Sharonov joined Moscow School of Management SKOLKOVO in September 2013 as Dean, having left the position of Deputy Mayor of Moscow for Economic Policy in Moscow City Government.Born in 1964 in Ufa, Andrei Sharonov graduated as an engineer from Ufa State Aviation Technical University and as a lawyer from Russian Academy of Public Administration under the President of the Russian Federation; in 1994 obtained his PhD in Social Studies.From 1989 to 1991 a Member of the Soviet Parliament, Congress of People’s deputies of the USSR; till 1996 chaired the Russian Federal Committee (Ministry) on Youth Affairs.In 1996-2007 occupied the positions of Deputy Minister, State Secretary and First Deputy Minister at Economics Development Ministry of Russian Federation.In the period from 2007 till 2010, Managing Director and the Board of Directors’ Chairman for Troika Dialog (Private Investment Company).Board Member for OJSC NOVATEK, ALROSA Group, Bank of Moscow OJSC, OJSC Sovcomflot, MC NefteTransService LLC and JSC Eco-System Management Company.As of December 22, 2010, by appointment of Moscow City Mayor Decree, Andrei Sharonov served at Moscow City Government as Deputy Mayor of Moscow for Economic Policy in charge of budgeting, industrial and city business development, regional rate regulations as well as competition and public retail and procurement policy, trade and services.Since 2012, Andrei Sharonov is heading Executive Committees of Moscow Urban Forum and Open Innovations Forum.Andrei Sharonov received 2009 “Aristos” Awards as “Independent Director” and “Director of the Year”; the Person of the Year in Business Reputation for 2012.Andrei Sharonov was awarded with the Order of Honour and granted the title of “Honoured Economist of Russian Federation”.

Andrei Belousov

Aide to the President of the Russian Federation

Born March 17, 1959 in Moscow. Higher education. Graduated in 1981 from Lomonosov Moscow State University as a Cybernetics Economist. From 1981 to 1986, he worked as an intern researcher and junior research fellow of the Central Economics and Mathematics Institute under the USSR Academy of Sciences. From 1986 to 1990, he was a junior research fellow, a research fellow and a senior research fellow at the Institute of Economics and Forecasting of Scientific and Technical Progress under the USSR Academy of Sciences. From 1990 to 2006, he worked as a senior research fellow and head of the laboratory of the Institute for Economic Forecasting under the Russian Academy of Sciences. From 2006 to 2008, he was Deputy Minister of Economic Development and Trade of the Russian Federation. In 2008, he was appointed Deputy Minister of Economic Development of the Russian Federation. From 2008 to 2012, he was Director of the Department of Economics and Finances under the Government of the Russian Federation. From 2012 to 2013, he was Minister of Economic Development of the Russian Federation. Since June 24, 2013, he has been an Aide to the President of the Russian Federation. He holds the rank of an Active State Counsellor of the Russian Federation, first class. He is a doctor of economic sciences. In 2007, he was awarded the honorary title ‘Honoured Economist of the Russian Federation’. In 2009, he was awarded the Order of Honour. He is married with one son.

Alexander Kalinin

Born on November 4, 1966 in the city of Chelyabinsk.
In 1989 graduated with honors from the Chelyabinsk Polytechnic Institute, specialization in robototronics, diploma qualification in electrical engineering.
From 1989 to 1991 has undertaken postgraduate training program at the Department of Engineering Economics of the Chelyabinsk Polytechnic Institute.
In 1991 founded a wholesale and retail company engaged in export and import operations. Fluent in spoken English.
In 1995-1998 has graduated from the Ural Academy of Public Administration with a degree in law.
In 1998 invested in the creation of a manufacturing company. The company designs and manufactures motor control centers, co-author of an invention patent.
In 2002 became a founding member of All-Russian Non-Governmental Organization of Small and Medium Business “OPORA RUSSIA”.
In 2005 was elected Chairman of the Chelyabinsk regional office of “OPORA RUSSIA”.
In 2007 was elected to the Board of “OPORA RUSSIA”.
In 2012 was elected first Vice-President of “OPORA RUSSIA” on energy, infrastructure and cluster policy.
Since 2013 – member of the Government Commission on Electric Power Development.
In 2013 was elected Co-Chairman of the Staff of the Chelyabinsk regional branch of the All-Russian Public Movement “People's Front” for Russia!”

Sergey Katyrin

President, Chamber of Commerce and Industry of the Russian Federation

Born on October 2, 1954 in Moscow. Graduated from the Moscow Car and Road Construction Institute and the International Business School of the Moscow State Institute of International Relations (MGIMO). Took an active part in establishing and developing the Chamber of Commerce and Industry of the Russian Federation, which held its founding Congress on October 19, 1991. At the 7th congress in March 2016, he was elected President of the Chamber of Commerce and Industry of the Russian Federation for a second term. The range of Sergei Katyrin's activities as President of CCI Russia includes effective coordination within the national network of chambers of commerce and industry of Russia, which incorporates territorial chambers of commerce and industry, associations and business unions. Establishment of productive cooperation with legislative assemblies and executive authorities at both national and regional levels constitutes yet another area of his daily concern. Sergei Katyrin represents Russia's Chamber of Commerce and Industry in major business unions where he is among the board members.
He is a member of the working group for joint anti-corruption measures of representatives of the business community and government authorities under the Presidium of the Presidential Council for Counteracting Corruption and takes part in meetings of the Presidium of the Presidential Council for Counteracting Corruption. He sits on the government's Commission for Development of Small and Medium-sized Businesses and is a member of the Public Council for Development of Small and Medium-sized Businesses, which works under the Chairman of the Federation Council of the Russian Federal Assembly. At the same time, Sergei Katyrin fulfils functions related to the international activities of the Chamber of Commerce and Industry, being Chairman of the Russian chapter of the BRICS Business Council and Chairman of the Russian National Branch of the Shanghai Cooperation Organization Business Council. In addition, he is a member of the Committee of the Chief Executives of CIS Chambers of Commerce and Industry. During the term of Sergei Katyrin’s presidency, the Russian Chamber of Commerce and Industry signed the Anti-Corruption Charter of Russian Business.

Vitaly Mutko

Deputy Prime Minister of the Russian Federation

Born on December 8, 1958 in the Krasnodar Territory.
Studied in Leningrad, where he graduated from the River Vocational College, the Water Transport Institute and (by correspondence) the Law Department of Leningrad State University.
Worked as a technician on the vessels of the North-Western River Shipping Line and was chairman of the trade union committee of the River College.
1983-1991: instructor, section head, secretary, chairman of the Kirov regional Council of People's Deputies, head of the region's administration.
1992-1996: Deputy Mayor of St Petersburg, Chairman of the city Committee on Social Issues.
From 1993: President of Football Club Zenit; under his leadership the team moved into the Russian football elite. In 1999, it won the Russia Cup and in 2002 won bronze at the Russian football championship.
The Russian Football Premier League (RFPL) was organised in 2001 at the initiative of Mutko, who is a member of the Executive Committee of the Russian Football Union, President of the Russian Football Premier League and Vice President of the Football Federation of St Petersburg and North-West Russia.
2002: elected to the Executive Committee of Russia's Paralympic Committee. For the past 13 years, Mutko has been the volunteer chairman of St Petersburg's Special Olympic Committee for the rehabilitation of people with mental disabilities. For 10 years he has chaired the Golden Pelican charity movement.
2003: appointed member of the Federation Council of Russia's Federal Assembly, representing the St Petersburg Government.
2008: appointed the Russian Minister of Sport, Tourism and Youth Policy.
May 21, 2012: Reappointed Minister of Sport of the Russian Federation by a presidential decree.
October 19, 2016: appointed Deputy Prime Minister of Russia by a presidential decree.

Svetlana Chupsheva was born in Prague. In 2001 she graduated from Samara State Academy of Economics with Honors.Commencing from 2000 Svetlana Chupsheva worked at the Central Department of the Bank of Russia for Samara Region, then at the Government of Samara Region.From 2004 she held position of the Director General of the Rating Agency of the Government of Samara Region, and was the head of the State Institution Agency for Economic Development of Samara Region.From 2009 – adviser to the Deputy Chairmen of the Government of Samara Region – Ministry of Economic Development, Investment and Trade of Samara Region, then adviser to the Chairman of the Board of the CB Regional Credit, LLC.From 2011 – corporate director of the Agency for Strategic Initiatives (ASI). On August 10, 2015 she was appointed as the line director of the Social Projects of the ASI.From 2017 – Director General of the Agency for Strategic Initiatives.She is awarded with the Certificate of Merit issued by the President of the Russian Federation, she has the certificate of acknowledgement issued by the President of the Russian Federation and the certificate of acknowledgement issued by the Mayor of Moscow.She brings up four children.

Alexander N. Shokhin was born 25 December, 1951. Graduated from the Moscow State University in 1974. Doctor of Economics, Professor. Twice, in 1991-1994 and in 1998, Mr. Shokhin held the post of Deputy Prime Minister of the Russian Federation. In 1991-1994 he also held positions of Minister of Labor, Minister of Economics, Chairman of the Russian Agency for International Cooperation and Development. From 1994 to 2002 – Deputy of the State Duma, with the posts of First Vice Chairman of the State Duma, leader of the Duma party bloc 'Our Home is Russia', Head of the Duma Committee on Credit Institutions and Capital Markets. Since 1995 - President of the National Research University – Higher School of Economics. From 2002 to 2006 – Chairman of the Supervisory Board of the Investment Group "Renaissance Capital". From 2005 to 2009 – member of the RF Public Chamber. Since 2005 – President of the Russian Union of Industrialists and Entrepreneurs. Mr. Shokhin is a member of several deliberative bodies under the Russian President and Government. He is also an independent director on the Boards of several companies, including ALROSA, Russian Railways, TMK and others.
