In January 2014, Anatoliy Chubais was appointed Chairman of the Executive Board of RUSNANO Managing Company LLC, which was set up within the scope of the OJSC RUSNANO Strategy up to 2020 envisaging division of management functions and possession of company assets. Since September 2008, Anatoly Chubais has headed state corporation Russian Corporation of Nanotechnologies and, since it was transformed into an open joint-stock company in March 2011, had held the position of Chairman of the Executive Board of OAO RUSNANO. From 1998 to 2008, Anatoly Chubais headed up RAO UES of Russia. From 1997 through 1998 he was First Deputy Prime Minister and Minister of Finance of the Russian Federation and from 1996 through 1997 Chief of Staff of the Russian Presidential Executive Office. From 1992 to 1996 he was Deputy Prime Minister and then First Deputy Prime Minister of the Russian Federation for economics and financial policy. From 1995 to 1996, Anatoly Chubais was the Russian Federation manager in the World Bank and the International Monetary Fund. 1991–1994 saw him as Chairman of the State Committee of the Russian Federation for management of state property, when he authored and co-ordinated the Russian privatisation programme. Earlier, in 1990–1991, he was Vice-Chairman and then First Vice-Chairman of the Leningrad Soviet executive committee.

In this role, Mr. Di Leo is responsible for IBM's worldwide results, which exceeded $106 billion in 2011. Previously, Mr. Di Leo was General Manager, IBM Growth Markets, based in Shanghai. His mission was to drive business success in high growth economies across Asia Pacific, Latin America, Central & Eastern Europe, Middle East and Africa. He also held executive positions as General Manager, IBM Northeast Europe, General Manager for IBM Global Technology Services in Southwest Europe, General Manager for IBM Latin America and General Manager of IBM Brazil. Nikolay Nikiforov was assigned the role Minister of Telecom and Mass Communications of the Russian Federation on May 21, 2012. Earlier he took position of Executive Director in the Information Technology Centre of Tatarstan Republic, and later Deputy Prime Minister of Communications in Tatarstan Republic. He has successfully completed a large-scale project on development and integration of electronic government in the Republic of Tatarstan.

Vladimir Volkov was born in 1954 in Novoe Arakcheevo, Krasnoslobodsky district, Mordovskaya ASSR. He graduated from Mordovia State University named after N. P. Ogarev in 1976. He has two degrees: an electronics technology engineer and a building engineer.Vladimir Volkov started his working career in 1976 as an instructor of regional office of students’ construction gang of Mordovian All-Union Leninist Young Communist League regional committee. In 1977-1976 - a secretary of All-Union Leninist Young Communist League commitee in Mordovia State University committee, in 1979-1983 – a leader of regional students’ team of Mordovian All-Union Leninist Young Communist League regional committee. In 1983-1986 - the first secretary of Saransk All-Union Leninist Young Communist League city committee. Andrei Dubovskov has vast experience in telecommunications: having begun his career in 1993, he filled executive positions in Millicom International Cellular, LLC Regional Cellular Communication, CJSC 800 and a number of other companies in Moscow, Almaty, Nizhny Novgorod and other cities. From 2002 to 2004, he was CEO of the Tele2 Group in Nizhny Novgorod. In 2004, he came to MTS, taking up the post of Nizhny Novgorod Branch Director. In 2006-2007, he was Director of the macroregion MTS Ural and, in 2007, started working for CJSC UMS (MTS Ukraine) as Senior Deputy CEO. Since 2008, he has been at the helm of MTS Ukraine. Mr. Dubovskov is a Board Member of MTS, AFK Sistema and member of the Supervisory Board of MTS Ukraine. He is Chairman of the Management Board of MGTS and JSC Russian Telephone Company, Vice-Chairman of the Management Board of Mobile TeleSystems (MTS-Belarus). He is also a member of the Committee on Corporate Management under the Board of Directors of AFK Sistema and the Committee on Strategy under the Board of Directors of MTS. Andrei was born in 1966 and graduated in 1993 from the All-Russia S.A. Gerasimov State Institute of Cinematography as a Film Director.

Vladimir Mau is Doctor of Economics, Professor, PhD, Honored Economist of the Russian Federation. Born on 29 December 1959 in Moscow, he graduated from the Moscow Institute of National Economy in 1981. Since 1991 he participated in the development and implementation of economic reforms in Russia, including working as Advisor to the Chairman of the Russian Government from 1992-1993. From 1997-2002 Mau was the Head of the Working Center for Economic Reforms of the Russian Government. In 2002, he became the Rector of the Academy of National Economy of the Russian Government, and in 2010 the Rector of the newly formed the Russian Presidential Academy of National Economy and Public Administration. Rector Mau is a renowned expert in the field of economic theory, the history of economic thought and national economy. He is the author of 25 monographs, books and textbooks published in Russia and the UK, as well as more than 600 other works. The main results of his research focus on economic history and the history of economic thought in Russia and the USSR; the theory and history of economic policy; economic transformation and economic reforms. Rector Mau is a member of Economic Council of the President of Russian Federation. He is and also a chairman of the Expert Board under the Government Commission for Economic Development and Integration, and member of several governmental commissions and committees.

Rustam Minnikhanov was born on March 1, 1957 in the Novyi Arysh village of the Rybno-Slobodsky District in the Tatar ASSR.He graduated from Kazan Agricultural Institute in 1978 as mechanical engineer and from Correspondence Institute of Soviet Trade (Moscow) as a commodity expert in 1986. He is a doctor of economic sciences. 1978-1980 - engineer in the Saby District Association of Selkhoztekhnika. 1980-1983 - senior engineer and chief power engineer in the Saby timber industry enterprise. 1983-1985 - deputy chairman of the District Consumer Society Board. 1985-1990 - chairman of the District Consumer Society Board in the Arsk District. 1990-1992 - chairman of the Arsk District Executive Committee. 1992-1993 - first deputy head of the Arsk District Administration. 1993-1996 - head of the Vysokaya Gora District. 1996-1998 - minister of finance of the Republic of Tatarstan. In 1998, Rustam Minnikhanov was appointed Prime Minister of the Republic of Tatarstan. From March 25, 2010 - President of the Republic of Tatarstan. From March 24, 2015 - Acting President of the Republic of Tatarstan. Sergey Morozov was born on September 6, 1959 in Ulyanovsk. After graduating from high school, he worked as a machine operator at a furniture factory. He served in the Pacific Fleet from 1977 to 1980.Since 1981 he has worked at the law-enforcement bodies. He graduated from the All-Union Legal Institute with a major in law. He worked his way up from a criminal investigation inspector at the district office of internal affairs up to the head of a special anti-drug trafficking office of the Internal Affairs Department of the Ulyanovsk Region. In 1995, he was appointed head of the Internal Affairs Department of Dimitrovgrad. In December 2000 he was elected Mayor of Dimitrovgrad. In 2003, Dimitrovgrad won a federal competition and was granted the title of the “Cultural Capital of the Volga Region of 2004”. He has twice been awarded special government prizes for achievements in municipal improvements.In December 2004 Mr. Morozov was elected Head of the Administration of the Ulyanovsk Region. On March 28, 2006, the deputies of the Legislative Assembly of the Ulyanovsk Region approved Mr. Morozov’s candidacy for Governor of the Ulyanovsk Region as submitted by Russian President Vladimir Putin. On March 6, 2011, he was re-elected as Governor for a new term.Mr. Morozov has a PhD in Economy. He defended his dissertation on the subject “Formation of a socioeconomic development strategy for the region”.He is married with five children: two sons and three daughters.
