Over the last five years, the world of biotechnology has witnessed a number of scientific breakthroughs in genetics and cell technologies, genome editing, targeted delivery of drugs and biopesticides, as well as 3D bioprinting of tissues and organs. The role of microbiota in human metabolism and life span has attracted a lot of attention. Innovations in biomedicine are at the forefront of the paradigm shift from treating disease to personalized health preservation. The global pharmaceutical and agricultural industries are moving towards increased investment in the development of innovative science-driven technologies, most of which are aimed at creating biotechnological products and methods. The growth in numbers of biotech patents is reaching 25–30% annually, and the global biotech market is forecast to grow by 160% between 2017 and 2030, ensuring that the investment attractiveness of biotechnology almost equals that of the IT sector. Meanwhile, recent biotech advances are provoking debates about IP protection, the need for investment, as well as regulatory and ethical aspects. How can the constant flow of new ideas and products be maintained? What is the future for intellectual property in healthcare and biotechnology? What new financial instruments are required to ensure sustainable growth in the field of research and development in Russia? How can a balance be maintained between the growing expenditure on R&D and optimization of government spending on healthcare and agriculture? What elements of state policy will play the biggest role in developing domestic R&D? What instruments should Russia use to stay competitive in the international biotech R&D market?

Andrei Sharonov joined Moscow School of Management SKOLKOVO in September 2013 as Dean, having left the position of Deputy Mayor of Moscow for Economic Policy in Moscow City Government.Born in 1964 in Ufa, Andrei Sharonov graduated as an engineer from Ufa State Aviation Technical University and as a lawyer from Russian Academy of Public Administration under the President of the Russian Federation; in 1994 obtained his PhD in Social Studies.From 1989 to 1991 a Member of the Soviet Parliament, Congress of People’s deputies of the USSR; till 1996 chaired the Russian Federal Committee (Ministry) on Youth Affairs.In 1996-2007 occupied the positions of Deputy Minister, State Secretary and First Deputy Minister at Economics Development Ministry of Russian Federation.In the period from 2007 till 2010, Managing Director and the Board of Directors’ Chairman for Troika Dialog (Private Investment Company).Board Member for OJSC NOVATEK, ALROSA Group, Bank of Moscow OJSC, OJSC Sovcomflot, MC NefteTransService LLC and JSC Eco-System Management Company.As of December 22, 2010, by appointment of Moscow City Mayor Decree, Andrei Sharonov served at Moscow City Government as Deputy Mayor of Moscow for Economic Policy in charge of budgeting, industrial and city business development, regional rate regulations as well as competition and public retail and procurement policy, trade and services.Since 2012, Andrei Sharonov is heading Executive Committees of Moscow Urban Forum and Open Innovations Forum.Andrei Sharonov received 2009 “Aristos” Awards as “Independent Director” and “Director of the Year”; the Person of the Year in Business Reputation for 2012.Andrei Sharonov was awarded with the Order of Honour and granted the title of “Honoured Economist of Russian Federation”.

Igor Drozdov

Born in Leningrad (now St. Petersburg) in 1977.
In 1999 graduated cum laude from the law faculty of St. Petersburg State University. Has PhD in law.
Between 2004 and 2005 he worked as an advisor to the Minister of Economic Development and Trade of the Russian Federation.
From 2005 headed the secretariat of the Chairman of the Supreme Arbitration Court of the Russian Federation.
2006-2010 - chief of staff/administrator of the Supreme Arbitration Court of the Russian Federation.
In December 2010 he was appointed director of legal issues of the Skolkovo Foundation, and in November 2011, he was in addition appointed a vice president of the foundation. In September 2012, he became senior vice president for legal and administrative issues.
Member of the council on intellectual property of the Federation Council of the Federal Assembly of Russia. Member of the expert council of the Russian government.
Associate professor at the civil law faculty of St. Petersburg State University. Has authored more than 30 studies of civil law issues.
Member of the board of the Association of Lawyers of Russia.
Has received state awards including the gratitude of the Russian President.
Chairman of the Board of the Skolkovo Foundation since June 14, 2016.

Sergei Kraevoi

Deputy Minister of Healthcare of the Russian Federation

Born February 10, 1969 in Oryol Region. Graduated from the Military Medical Academy in 1983. Between 1989 and 2002, served in the USSR and Russian Federation Military, holding various positions in the medical field. In 2002-2003, led a scientific project for Novenergo LLC. 2003–2004: Depputy Director of the Zheldorpharmazeya of the Ministry of Communications. April to September 2013: acting CEO of RT-Biotechprom. Recipient of various awards and honorary diplomas, including an order For Excellent Service of the I-III degrees and a state award for development of the railway network. Holds a degree of doctor of medicine.
Decree No. 1640 of September12, 2013 appointed him Deputy Minister of Healthcare. Married, has a son and a daughter.

In 2012, Vadim Kukava was invited to the position of Executive Director of the Association of the world's leading innovative pharmaceutical companies InPharma.
From 2009 to 2012, Vadim Kukava worked as a Public and Government Relations Manager in a large international company specializing in the production of forest products, medical devices and hygiene products. Vadim established this position, as well as all ley initiatives in the Russian division of the company. He was responsible for interaction with public authorities, professional associations and unions of patients. Vadim actively participated in industrial associations, including the Association of Perfumery, Cosmetics and Household Products (as a member of the Board), and the Association of International Manufacturers of Medical Devices IMEDA.
From 2006 to 2009, Vadim Kukava worked in the corporate relations department of a large international FMCG company. He was responsible for interaction with the Government and the professional industry communities.
From 2004 to 2006, Vadim worked as a specialist at the Federal Agency for State Property Management. He had a diverse range of responsibilities with respect to relations between the Russian Federation, as the State owner of the forest and chemical industries.
In 2003, Vadim graduated from the law faculty of the International University in Moscow. He speaks fluent Russian and English languages.
