The main process currently underway for creating a new Russian healthcare model boils down to effectively separating the functionality of medical care from the infrastructure by creating an open competitive environment for infrastructure with all types of ownership. What we want to see is a phased replacement of state infrastructure with well-developed private, departmental and various other types of infrastructure.
